Creating an Export Declaration

For exports from the EU to third countries, an electronic export declaration is required for goods valued over €1,000. In Germany, this is done via the ATLAS system.

When is an export declaration required?

An export declaration is mandatory for:

  • Goods value over €1,000 (or weight over 1,000 kg)
  • Goods requiring export licenses (regardless of value)
  • Goods with export refunds
  • Excise goods

Process

1. Submit declaration via ATLAS

2. Receive MRN (Movement Reference Number)

3. Present goods to customs

4. Receive export confirmation (for VAT exemption proof)

💡 Without export confirmation, you cannot claim VAT exemption for the export. Request it from customs!
